Captain Timothy B. Johnson is a seasoned law enforcement professional with over 22 years of extensive experience in public safety. He has dedicated his career to maintaining public safety and building positive relationships in the Tappahannock community through effective law enforcement engagement, supervision, and strategic operations. In 2025, Johnson was officially appointed to the rank of Captain, where he serves as Police Commander over all Administrative, Investigative, and Operational elements. 

Throughout his career, Captain Johnson has held several roles, including Interim Police Captain, Interim Sergeant, and Interim Police Chief, in the absence of the Chief of Police. ​ As Interim Police Captain, he developed crime reduction strategies, oversaw operational aspects such as staffing and training, and engaged with the community by attending town council meetings and speaking with individual members. ​ He also formulated policies and implemented initiatives to address traffic concerns and citizen complaints. ​ His problem-solving skills have been instrumental in ensuring the department's success. ​

​Captain Johnson's extensive investigative expertise is evident from his tenure as a Detective with the Tappahannock Police Department, where he collaborated with federal agencies, including the DEA and FBI, on case-specific assignments. ​He was appointed to the Virginia State Police Task Force, where he served honorably and made a valuable contribution to reducing the sale of illicit drugs in the Tappahannock community. He has conducted surveillance, undercover operations, and investigations at the state and local levels, working closely with various law enforcement agencies, including the Virginia Marine Police, Conservation Officers, and Secret Service. Johnson has dedicated years of service to the team, fostering a spirit of unity and consistently prioritizing the department's needs.​

Johnson's dedication to public safety, combined with his leadership and investigative skills, has made him a respected figure in law enforcement and a trusted advocate for his community. Currently, Captain Johnson is the second-in-command and oversees all Administrative, Investigative, and Operational components within the police organization. His day-to-day responsibilities include creating crime reduction initiatives, managing operations, including staffing, training, development, and performance management, as well as overseeing the vehicle fleet and the Police Chaplains. Johnson often becomes emotional when discussing his passion for law enforcement and the changes being implemented within the organization. He believes in providing all of his officers with the opportunity to develop their skills. He constantly communicates with them and always has a listening ear. 

Captain Timothy Johnson holds an Associate of Arts in Criminal Justice from the University of Phoenix and has completed specialized training at the Rappahannock Regional Criminal Justice Academy. He has received extensive training in leadership from the Virginia Association of Chiefs of Police. He's currently an active member of the Virginia Association of Chiefs of Police. 

In 2025, Captain Johnson completed the FBI-LEEDA (Law Enforcement Executive Development Association) three-part Leadership Institute and was awarded the prestigious Trilogy Award. The institute consists of three intensive phases: Supervisory Leadership, Command Leadership, and Executive Leadership. Each phase is designed to strengthen leadership competencies, address emerging trends in public safety, and promote best practices and strategic thinking at the command level. Captain Johnson’s accomplishment demonstrates his commitment to professional development and excellence in leadership within the law enforcement community.
