Pursuant to Sections 15.2-107 and 15.2-1427 of the Code of Virginia, as amended, to amend and re-enact Chapter 58 “Utilities” of the Tappahannock Town Code as follows:

Article II. Section 58-46. Water & Sewer Charges

Water Charges – The charge for water on a two-month billing shall be an administrative charge, plus a charge based upon the amount of water passing through and recorded by the meter for the billing period, whether used or wasted as a result of leaks or neglect of the customer at the following rates:

1. Sewer Charges – The charge for sewer on a two-month billing shall be an administrative charge, plus a charge based on 100% of the amount of water passing through and recorded by the meter or the metered flow discharged by a sewerage pumping facility at the following rates. 

2. Residential and Non-residential customers that do not have a water meter but discharge sewage into the Town’s sewer system shall pay a flat monthly fee based on an estimate of their bi-monthly sewerage measured in 1,000 gallons as determined by the Town Manager times $16.23 for customers inside the Town and $24.35 for customers outside of The estimate of bi-monthly sewerage shall be based on the following factors
