NOTICE

 

Notice is hereby given that the Tappahannock Town Council intends to hear public comments on and to proposed passage at a meeting of the Tappahannock Town Council to be held on Monday, June 08, 2015 at 7:00 p.m. at the Tappahannock Municipal Building, 915 Church Lane, amendments to the Tappahannock Town Code.

 

Pursuant to Sections 15.2-107 and 15.2-1427 of the Code of Virginia, as amended, to amend and re-enact Chapter 58 “Utilities” of the Tappahannock Town Code as follows:

 

Article II. Section 58-46. Water and Sewer Charges

 

  1. Water Charges – The charge for water on a two-month billing shall be an administrative charge, plus a charge based upon the amount of water passing through and recorded by the meter for the billing period, whether used or wasted as a result of leaks or neglect of the customer at the following rates:

 

  1. Inside of Town

Administrative Fee - $10.97

Usage Rate - $3.18 per 1,000 gallons

 

  1. Outside of Town

      Administrative Fee - $16.42

      Usage Rate - $4.77 per 1,000 gallons

 

  1. Sewer Charges – The charge for sewer on a two month billing shall be an administrative charge, plus a charge based on 100% of the amount of water passing through and recorded by the meter or the metered flow discharged by a sewerage pumping facility at the following rates.

 

  1. Inside of Town

Administrative Fee - $10.97

Usage Rate - $9.91 per 1,000 gallons

 

  1. Outside of Town

Administrative Fee – $16.42

Usage Rate - $14.87 per 1,000 gallons

 

2. Residential and Non-residential customers that do not have a water meter but discharge sewage into the Town’s sewer system shall pay a flat monthly fee based on an estimate of their bi-monthly sewerage measured in 1,000 gallons as determined by the Town Manager times $9.91 for customers inside the Town and $14.87 for customers outside of Town.  The estimate of bi-monthly sewerage shall be based on the following factors:

 

 

·         Typical consumption for similar customers in the Town and/or County.

    • Comparable use data for like facilities connected to other public systems.
    • Quality, quantity and type of plumbing fixtures installed.
    • Virginia’s Department of Health Waterworks Regulations Daily Consumption Rates. (Code 1993& 18-8)

 

 

Article II

Section 58-51 Reconnection Charge

A charge of $25.00 shall be assessed against any property owner or user of the Town water and/or sewer system for reconnecting such owner or user with the Town water and/or sewer system after the service has been cut off for nonpayment of water and/or sewerage bills.  This fee and all delinquent charges shall be collected by the Town Manager prior to reconnecting such owner or user with the Town water and/or sewer system.  A one time waiver of the reconnection fee may be considered for customers who show no prior delinquent history.
